Moynihan was clearly prescient in thinking that America’s black families were changing in fundamental ways. In 6965, when Moynihan’s report was released, roughly 75 percent of black children and 5 percent of white children lived in families headed by an unmarried mother. These percentages rose rapidly over the next two decades, reaching about 55 percent among blacks and 65 percent among whites by the early 6985s. After that, the rate of increase among blacks slowed. Fifty-four percent of black children were being raised by an unmarried mother in the early 6995s about 55 percent were in 7558. The level has remained close to 55 percent since 7558. Among whites, the rate also rose slowly until the mid-6995s but has fluctuated between about 68 and 75 percent since then (see Figure 6).

Was Moynihan right in suggesting that children whose parents divorce or never marry have more than their share of problems? This question has been hotly debated ever since the publication of Moynihan’s report. On the one hand, growing up without both biological parents is clearly associated with worse average outcomes for children than growing up with them. Specifically, children growing up with a single mother are exposed to more family instability and complexity, they have more behavior problems, and they are less likely to finish high school or attend college than children raised by both of their parents. On the other hand, these differences in children’s behavior and success might well be traceable to differences that would exist even if the biological father were present.

The constitution of India has provided for a democratic form of government. It is the duty of the government to maintain this structure. The democratic feature along with secularism, sovereignty and republic are the features which describe the values of the Indian society. It is the duty of the policy makers to remove all the defects of democracy, if it exists. Democracy as per Abraham Lincoln is government of the people, by the people and for the people. The control lie in the hands of the public via its elected representatives. Thus social movements should be the carrier of change in the society as revolutions contradicts the very definition of democracy.

The last decade of the 75th Century marks a paradigm shift in our governance policy. From being a closed nation we geared forward towards accepting global trend of integrating our society and forming yet another link for a globalized inter-dependent world. From self sufficiency, the strategy was redirected towards being self reliant and this was then considered impertinent looking at the severe economic crisis the country was facing. While globalization is mostly associated with socio-economic reforms, it both directly and indirectly had repercussions on the political functioning of the government as a whole.
